Wind Noise (and I don't mean after eating a curry !)

Since returning to biking after many decades absence I was advised and have been wearing earplugs for each and every trip/ However, whilst the ear plugs are really very effective the noise of the wind continues to be very intrusive. It becomes most apparent when I lower my head well below the screen and suddenly I am cocooned in relative silence; and it’s so relaxing.
So, do ear plugs exist which block / cancel out the frequency of wind noise leaving peace and quite or the dulcet tones of Emily, my Garmin Sat Nav?
