I am in the market for a used R1150R and could use some advice from "people in the know" about differences between the 2002 and 2004 models. Also, I am reading a lot about the clutch spline failures, but I'm unclear on which model years this effects.

2004 has dual spark cylinders and stainless, braided brake lines; '02 does not. Otherwise models are built and tuned the same.
Spline situation is still low numbers of incidents reported and recorded (under 40 total of the 40,000 some 1150's imported to U.S.) but does not seem to favor a particular year bike.

FYI my 2003 has the SS lines and no surge plus the tranny is an improvement on the R1100R I used to ride.Buy the deal as you can add SS lines if need be.

If you buy the 02, you may or may not get a surging, buzzy motorcycle...........
If you buy the 04 you will get zero surge and a very smooth motor at all operating RPMs...........
This was a no brainer for me.......I had a 2000 R1100RS (terrible motorcycle, surged like a crack baby and buzzed to the point of dangerous...nothing the two dealers or I did would fix it), I then bought a 2002 R1150RS, better than the 2000, but not much. I sold it within 5 weeks and bought a 2004 Rockster............Amazing motorcycle....Perfect!

I had an '03, and have an '04 Roadster, and the single vs dual spark made no noticeable difference. The SS brake lines are nice. Go for the one that is the better deal.

My experience was different. I bought a used 2002 model 2 years ago from a private seller. It's been a great bike. Not buzzy at all. It does surge a little through town, but not much. I've been told that the Techlusion module would fix it, but it's not that bad and I don't do much riding through cities.
I've put at least 20K on the bike and made two long trips out west with it. It's not had any issues at all.

My 02 has been great also. Had the surging, but installed a Techlusion early on (had the bike since new) and the bike runs great. I also did the left side cam tensioner upgrade and the bike is great. I would go for the one that is the cleanest and with the least miles, but you will probably really like either bike.
