Does leaking fuel get sticky or oily?

I have something leaking on the right side of my engine. It gets all over the the area near where my foot would be. I thought it might be oil but the dealer thinks it is fuel. It's under warranty so they said they will take care of it when I bring it in. The substance is oily and I can smear it with my finger.
