Is there some secret technique to adjusting the mirror arms?

It's funny that I was without my R1200R for almost a year and how some of the quirky things come back to me as I experience them. One was the lack of a helmet lock that I totally forgot the bike did not have.
The other, at least is adjusting the mirror arms...they always seem to come loose. Is there a trick to doing what the manual says below which I tried to follow to a T but every time I got the arm where I wanted it and tightened the top bolt , the arm would move. Or it would seem tight but a few miles later the arm would be loose.
Any insight or tips appreciated.
